Has anyone ever experienced cutting it really close with where a planet or ascendant is located in a person's chart? Like, if they were born a minute later, then the planet would be in the next house, or the ascendant would be in the next sign?
I'm looking at my sister's birth chart right now, and it says that her ascendant sign is Scorpio at exactly 29 degrees, 59 minutes, and 10 seconds. Since this is so ridiculously close, just out of curiosity, I did her chart again, but with the birth time a minute later. Her ascendant was in Sagittarius that way.
So I guess this shows just how much even seconds matter. Technically I don't think I can ever know her "true" ascendant sign, since birth time is rounded to the nearest minute and I don't know the exact second she was born at, but she really does not seem like a Scorpio rising to me at all. I think that the Sagittarius rising suits her a lot better. Do you guys think it makes sense to consider her a Sagittarius rising? Have you ever experienced anything like this?
EDIT: I just tried the chart with a birth time five seconds after the time listed on her birth certificate, and got Sagittarius rising. So that's reeeaallly close.

In my opinion, and from what I have read, I would assume that seconds would matter. I read an article saying that there were no such things as a true cusp, because there is an exact second that a planet changes from one sign to another (except in this case ascendant). I would assume since your sister is nothing like a Sagittarius rising is supposed to be like, she was probably born during the time of a Scorpio Rising. I hope this helped....

It does matter, yes. Almost everything about your birth, down to the exact millisecond and even longitude and latitude by minute makes a difference. Even the program / individual doing the chart can cause a bit of variance! That means there is a bit of... wiggle room, so to speak, for everyone. What matters is how the information is used. In the case of your sister, you are presented with two sets of data... So you can kind of pick and choose which is more useful for you. And that's the more important part - putting it to use for yourself! If you find that Sagittarius Ascendant is more useful (more accurate, more applicable, etc) than that is what you should use.

It matters if/when the chart is progressed ... because 4 minutes moves the MC one degree, and one degree moves the timing of a progressed event by one years. ... So, a one minute time error in the natal chart results in the timing of progressed events being out by around 3 months.
In the natal chart itself though, it only really makes a difference if it changes the sign or house of a planet or other significant body/point.
